The two parcels Luisenblock I and II are conceived as the eastern completion of the “Band des Bundes.” While the original 1992 competition design by Axel Schultes proposed a strict east–west axis, the current situation requires a reinterpretation that responds to listed buildings, historical spatial structures, and complex ownership conditions.
