Nieuwegein is located 5 km south of Utrecht. Between 1970 and 2012, the city’s population grew from 8,000 inhabitants to 62,000. Growth made heavy demands on the city administration to develop the city socially and culturally. The ‘Stadshuis’ - City Hall - of Nieuwegein was created as a result of this realisation and was, in addition to housing the City Hall, to perform as a cultural center to create cohesion and the foundation for a stronger local community. Hence, the building mixes traditional city hall features of office and public service with library, multi-cultural centre and commercial facilities. Its ambition was to create the most public building known.
